The 4th International Rice Congress (IRC2014) will take place 27 October - 1 November 2014 at the Bangkok International Trade and Exhibition Centre (BITEC) in Bangkok, Thailand. The IRC2014 theme is "Rice for the World", reflecting IRC as the largest regular conference and exhibition of the global rice scientific research community and industry. Held under the patronage of the Royal Government of Thailand, specifically the Ministry of Agriculture and Cooperatives, IRC2014 is organized by the International Rice Research Institute (IRRI) and Kenes MP Asia Pte. Ltd.
Focusing on the world’s latest advances in rice research and technologies, IRC2014 is the only major global event that brings together all aspects of the international rice industry that feeds half the world.
About 2,000 rice scientists and rice industry players from all over the world are expected to participate in IRC2014. Thousands of Thai rice entrepreneurs, government officials, extension workers, and farmers will also visit the industry exhibits.
The theme of IRC2014, “Rice for the World,” guides its five principal events:
Rice science and research, tropical as well as temperate, form the foundation of IRC2014, providing a platform for the sharing of the latest findings in international rice research and technology.
Surrounding the science conference will be allied events that enable various industry players to exchange and network on strategy and information vital to the governance of the industry and competitiveness. Government officials will discuss policy and strategy in the ministerial meeting of the CORRA; donors and international finance institutions will assess public and private investment in rice research in the Investment for Impact Symposium; and millers, traders, transporters, and domestic as well as international financial institutions will gain market intelligence from the IRRI Global Rice Market and Trade Outlook Conference.
Previous congresses were held in Beijing (September 2002), New Delhi (October 2006), and Hanoi (November 2010).
The 29th International Rice Research Conference (IRC), incorporating the 5th Temperate Rice Conference, within the framework of the Global Rice Science Partnership (GRiSP)
Serving as the foundation of IRC2014, the IRC is the world’s most important and established rice research conference. IRC will bring together about 2,000 top rice scientists and researchers from all over the world to present and discuss the latest scientific breakthroughs in rice research. In 2014, the IRC will be organized under the overall umbrella of the Global Rice Science Partnership (GRiSP*), the CGIAR Research Program for Rice.
The IRC2014 will be held over four days, 27 October-1 November 2014. Each morning and afternoon session will begin with a plenary lecture by an eminent speaker. The full roster of speakers will be announced as soon as all invitations have been confirmed.
There will be 54 science sessions of 90 minutes each, with four papers per session. At least 216 papers will be presented during the conference. Some sessions will feature invited speakers, but the bulk of presented papers will be selected for the conference following a review of abstracts.
There are nine symposia with invited speakers:
S01. New concepts in rice root biology
S03. Frontiers in ex post impact assessment of rice technologies: what lessons can rice research institutions learn?
S04. Innovations in rice science:
S04a. Transforming rice breeding
S04b. New genetic resources for genetic research and breeding
S04c. Concepts for real-time platforms for sustainable crop protection
S05. Remote sensing for food security
S06. Mega-Delta cropping systems: challenges and opportunities
S07. Mainstreaming sustainable rice: rice value chain global transformation
S08. Increasing yield potential: from physiological processes to ideotyping
S09. Healthy and Nutritious Rice
Other sessions will be developed based on the abstracts submitted and selected after review.
There will also be three major poster sessions.
The Call for Papers and Posters (and submission of Abstracts) is open. Deadline for submission is Saturday April 26, 2014.
กระทรวงเกษตรและสหกรณ์ จัดงานประชุมข้าวนานาชาติ ปี ๒๕๕๗ (International Rice Congress 2014 : IRC 2014) ร่วมกับสถาบันวิจัยข้าวนานาชาติ (International Rice Research Institute : IRRI) โดยให้กรมการข้าว สำนักงานพัฒนาการวิจัยการเกษตร (องค์การมหาชน) และสำนักงานคณะกรรมการวิจัยแห่งชาติเป็นหน่วยงานหลักรับผิดชอบจัดประชุม
คณะรัฐมนตรีมีมติเห็นชอบให้จัดงานประชุมข้าวนานาชาติ ปี 2557 (International Rice Congress 2014 : IRC 2014) ร่วมกับสถาบันวิจัยข้าวนานาชาติ (IRRI) โดยให้กรมการข้าว สำนักงานพัฒนาการวิจัยการเกษตร (องค์การมหาชน) และสำนักงานคณะกรรมการวิจัยแห่งชาติ (วช.) เป็นหน่วยงานหลักรับผิดชอบจัดประชุมตามที่กระทรวงเกษตรและสหกรณ์ (กษ.) เสนอ
โดยมีสาระสำคัญของเรื่องดังนี้
1. สถาบันวิจัยข้าวนานาชาติ (IRRI) ได้แจ้งว่าประเทศไทยได้รับการคัดเลือกเป็นเจ้าภาพร่วมในการจัดการประชุมข้าวนานาชาติ ปี 2557 (International Rice Congress 2014 : IRC 2014) พร้อมทั้งให้สนับสนุนงบประมาณในการจัดการประชุมข้าวนานาชาติ และการประชุมสภาความร่วมมือการวิจัยข้าวแห่งเอเชีย (CORRA) ระหว่างวันที่ 27 - 31 ตุลาคม พ.ศ. 2557 ณ ศูนย์นิทรรศการและการประชุมไบเทค กรุงเทพฯ ประเทศไทย ซึ่ง กษ. ได้เห็นชอบให้กรมการข้าวและสำนักงานพัฒนาการวิจัยการเกษตร (องค์การมหาชน) จัดการประชุมข้าวนานาชาติ ปี 2557 (International Rice Congress 2014 : IRC 2014) ร่วมกับสถาบันวิจัยข้าวนานาชาติ (IRRI)
2. การจัดการประชุมข้าวนานาชาติ ปี 2557 (International Rice Congress 2014 : IRC 2014) ร่วมกับสถาบันวิจัยข้าวนานาชาติ (IRRI) เป็นการจัดงานครั้งที่ 4 เป็นการประชุมของหน่วยงานด้านข้าวที่ใหญ่ที่สุดในโลก เป็นเวทีหารือประเด็นหลักด้านข้าวในระดับภูมิภาคเอเชียและนานาชาติ เพื่อช่วยเหลือเกษตรกรผู้ผลิตข้าวและผู้บริโภคข้าวที่ยากจนและส่งเสริมเทคโนโลยีสีเขียวเพื่อปกป้องสภาพแวดล้อมและระบบนิเวศซึ่งการประชุม ได้เชิญผู้เกี่ยวข้อง ได้แก่ ผู้บริหารระดับสูง นักวิจัย นักวิชาการ บุคลากรสถาบันการศึกษา ผู้แทนภาคเอกชน ผู้ประกอบการ รวมทั้งผู้ส่งออกและนำเข้าข้าวจากทั่วโลกเข้าร่วมงาน โดยได้กำหนดการจัดงานประชุมข้าวนานาชาติ ปี 2557 (International Rice Congress 2014 : IRC 2014) ร่วมกับสถาบันวิจัยข้าวนานาชาติ (IRRI) ครั้งที่ 4
3. เพื่อเป็นการเฉลิมฉลองพระชนมายุ 60 พรรษา ของสมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี กระชับความสัมพันธ์ ส่งเสริมความร่วมมือ สร้างเครือข่ายในการวิจัย การพัฒนา การค้า การเผยแพร่ ประชาสัมพันธ์คุณภาพมาตรฐานและเอกลักษณ์ของข้าวไทย รวมทั้งเป็นการประกาศศักยภาพความได้เปรียบของประเทศไทยในด้านภูมิศาสตร์ด้านวิทยาการทรัพยากรบุคคลเพื่อให้ประเทศไทยยังคงเป็นประเทศผู้ส่งออกข้าวที่สำคัญของตลาดข้าวโลก ตลอดจนเร่งรัดการศึกษา ค้นคว้า วิจัย และพัฒนาข้าวต่อไป
วัตถุประสงค์
(1) เพื่อกระชับความสัมพันธ์ และผลักดันแนวทางความร่วมมือด้านข้าวทั้งด้านวิชาการ สังคม และเศรษฐกิจ ระหว่างประเทศสมาชิก
(2) เพื่อสร้างเครือข่ายและความสัมพันธ์อันดีในการพัฒนาวิชาการข้าว และเทคโนโลยีที่เกี่ยวข้องระหว่างประเทศ อันนำไปสู่การเสริมสร้างความมั่นคงอาหารให้แก่ประชากรผู้บริโภคข้าวของโลก เพิ่มรายได้และยกระดับชีวิตความเป็นอยู่ให้แก่เกษตรกรที่ยากจน และความยั่นยืนในการผลิตข้าวของโลก
(3) เพื่อเผยแพร่และประชาสัมพันธ์คุณภาพมาตรฐาน และเอกลักษณ์ของข้าวไทย ตั้งแต่ระดับการผลิตไปสู่ผู้บริโภคตามมาตรฐานสากลและเป็นเวทีหารือทางการค้าข้าวของผู้นำเข้าและส่งออกข้าว และเครื่องจักรเครื่องมือทางการเกษตรระหว่างประเทศ
ผลที่คาดว่าจะได้รับ
ประเทศไทยมีบทบาทในการผลักดันความร่วมมือด้านข้าวทั้งด้านวิชาการ สังคม เศรษฐกิจ และการค้าระหว่างประเทศสมาชิก ผู้เกี่ยวข้องกับข้าวในประเทศไทยได้มีโอกาสแลกเปลี่ยนเรียนรู้การพัฒนาที่เกี่ยวข้องกับข้าวในระดับสากลทั้งในด้านการวิจัย การผลิตข้าว และนวัตกรรมที่เกี่ยวข้อง ซึ่งก่อให้เกิดเครือข่ายพัฒนาข้าวระหว่างประเทศในภูมิภาคต่าง ๆ และประชาคมเศรษฐกิจอาเซียนรวมทั้งเป็นการส่งเสริมการนำเข้าและส่งออกข้าว และเครื่องมือเครื่องจักรทางการเกษตรของประเทศไทย
